Jakarta, October 14, 2026 — Minister of Primary and Secondary Education (Mendikdasmen) Abdul Mu'ti received the TOP Digital Education Innovation Figure 2026 award at the 6th TOP GPR Award 2026 in Jakarta on Tuesday (10/13). The award serves as a momentum to emphasize the importance of digital innovation in education supported by responsive, accountable, and community-oriented public communication.
The Government Public Relations (GPR) Award recognizes the government's public communication practices to convey information, explain policies, and build relationships and public trust in government institutions. Through the 2026 TOP GPR Award, the GPR Institute documents various public communication practices, innovations, and achievements of government agencies as a reference for developing government public relations.
In his remarks, Minister of Primary and Secondary Education Abdul Mu'ti expressed his appreciation to the GPR Institute for the award given to the Ministry of Primary and Secondary Education. He stated that this achievement was the result of collaboration and joint efforts within the ministry.
"Thank you to Prof. Widodo Muktiyo and Mr. Tri Raharjo, as well as the entire GPR Institute, for this award given to the Ministry of Primary and Secondary Education. This award is a result of the togetherness and collaboration built within the Ministry of Primary and Secondary Education," said the Minister of Primary and Secondary Education.
Abdul Mu'ti explained that the Ministry of Primary and Secondary Education implements the RAMAH work culture, which stands for Responsive, Accountable, Serving, Adaptive, and Harmonious. This commitment is realized through various service channels to respond to public information, questions, and complaints, including the Integrated Service Unit (ULT), which provides services 24 hours a day, seven days a week. He also introduced the SIMI principle, which stands for Socialization, Information, Mitigation, and Intervention, as part of the effort to provide correct and accurate information to the public.
In addition to ULT, the Ministry of Education and Culture is developing Rumah Pendidikan (Education House), a digital platform that integrates various services and learning resources to support the learning process. This innovation received international recognition after winning first place in the e-Government category at the World Summit on the Information Society (WSIS) Prizes 2026, organized by the International Telecommunication Union (ITU), a specialized agency of the United Nations (UN).
He also stated that President Prabowo Subianto expressed his appreciation for Rumah Pendidikan as part of the digital transformation of Indonesian education. The award reinforces the Ministry of Primary and Secondary Education's efforts to deliver digital innovations that expand access to educational services and learning resources.
Meanwhile, GPR Institute Founder Widodo Muktiyo emphasized that communication plays a fundamental role in national life. He believes technological advancements have presented new challenges for public communication, ranging from misinformation and disinformation to the spread of AI-based manipulative content. "Communication issues are the oxygen of the nation," Widodo said.
He explained that government public relations is not enough to just convey information, but also needs to be able to detect issues before they develop into crises, verify information, handle disinformation, and convey policies clearly and consistently.
Widodo also emphasized the importance of listening to the public as part of public communication. He stated that the government needs to understand changes in public behavior and perceptions, while also utilizing data to evaluate various phenomena. AI can be a helpful tool in communications, but human creativity, judgment, and responsibility remain essential.
The 6th TOP GPR Award 2026 hopes that the strengthening of government public relations competencies will continue to be encouraged, ensuring more accurate, responsive, and relevant policy communication to public needs. Amidst the development of AI and the rapid flow of digital information, ethical and trustworthy public communication is crucial for maintaining public trust in the government.
