Jakarta, May 26, 2025 — In order to realize a more inclusive and equitable student admission system, the Ministry of Primary and Secondary Education (Kemendikdasmen) has issued Regulation of the Minister of Primary and Secondary Education of the Republic of Indonesia Number 3 of 2025 concerning the New Student Admission System (SPMB). This policy is designed to ensure that educational institutions can accept children from all social backgrounds in an objective, transparent, accountable, equitable, and non-discriminatory manner.
Deputy Minister of Primary and Secondary Education (Wamendikdasmen), Atip Latipulhayat, emphasized that studying in a school close to where they live allows students to have strong social relationships with their peers, and internalize core values and social institutions.
"This is in line with the school's function in building and strengthening inclusion, cohesion, and social integration, where students from various social, tribal, ethnic, and religious backgrounds interact intensively," said Deputy Minister Atip in the Bakohumas Thematic Forum entitled "SPMB Realizing Quality Education for All", at Plaza Insan Berprestasi, Kemendikbud Complex, Jakarta, Friday (23/5).
The Director General of Early Childhood Education, Primary Education, and Secondary Education, Gogot Suharwoto, stated that SPMB prioritizes the principle of access to quality education for all and has been perfected through collaboration between the Ministry of Education and Culture and related ministries and institutions.
This policy covers four student admission pathways: 1) the domicile pathway, for prospective students living in areas designated by the local government; 2) the affirmative pathway, for students from low-income families and those with disabilities; 3) the achievement pathway, for students with academic and non-academic achievements; and 4) the transfer pathway, for children of parents who have changed jobs and children of teachers who enroll at the school where their parents teach.
The regional approach in SPMB aims to bring students' domiciles closer to available educational institutions. This regionalization is based on the distribution of educational institutions, the domiciles of prospective students, and the school's capacity.
The Ministry of Primary and Secondary Education also emphasized the importance of information transparency. Announcements of new student registration, for both public and private schools, must be made openly on educational unit notice boards or other readily accessible media, no later than the first week of May each year.
The determination of new students is based on the results of a teacher council meeting chaired by the head of the educational unit. In addition to announcing prospective students who have passed the selection process, the regional government is also required to announce prospective students who have failed the selection process.
With this policy, the Ministry of Education and Culture hopes that all Indonesian children will have equal opportunities to receive quality education services, while also building a more inclusive and equitable learning environment.
