A Safe and Comfortable School Culture is the Foundation of Quality Education

Depok, West Java, February 10, 2026 - A safe and comfortable school culture is a learning ecosystem built through shared values, attitudes, and habits to ensure the physical, psychological, social, spiritual, and digital safety of all school members. This approach is a crucial foundation for creating a healthy, inclusive learning environment that is oriented toward the holistic development of students.

This commitment is affirmed through Minister of Education and Culture Regulation No. 6 of 2026 concerning a Safe and Comfortable School Culture, which emphasizes the prevention of bullying and violence in educational institutions and encourages a humanistic, participatory, and inclusive approach to school management. This policy places the safety and comfort of the school community as a primary prerequisite for quality education.

In the 2026 National Consolidation (Konsolnas) for Primary and Secondary Education, the Ministry of Primary and Secondary Education (Kemendikdasmen) reaffirmed this policy direction. This activity served as a forum for the central and regional governments, education partners, and other policymakers to collaborate to address the challenges of education.

The Minister of Primary and Secondary Education (Mendikdasmen), Abdul Mu'ti, stated that improving the quality of learning must go hand in hand with strengthening students' character. "In addition to improving the quality of learning, we are also implementing policies related to strengthening guidance and counseling as part of efforts to strengthen character education in educational institutions," said Mendikdasmen.

The implementation of a safe and comfortable school culture is directly felt by educators in educational units. Azela, an arts and culture teacher at SMP Negeri 23, South Tangerang City, stated that a safe learning environment has a significant impact on the classroom learning process. "A safe and comfortable school culture significantly influences learning effectiveness, as the learning atmosphere becomes more conducive and inclusive, and students are less afraid to interact with their peers," she explained.

A safe and comfortable school culture also encourages students to actively participate and report problems that occur in the school environment.

Liza Neshali Aini, a student at SMP Negeri 142 West Jakarta, emphasized that students feel supported in speaking out. "We are very brave in reporting bullying because we want to be pioneers and reporters at school," she said.

Liza further explained that various activities and programs at school help strengthen social relationships among students. "With the Ministry of Education and Culture's Great Indonesian Children's Gymnastics (SAIH) program and other school activities, including the Rukun Sama Teman movement, we can get along with our friends and go about our daily activities without bullying or unpleasant experiences," she said.

In addition to creating a conducive learning climate, this policy is also supported by improvements to educational facilities and infrastructure. Revitalizing classrooms and utilizing learning technology contribute to a safe and comfortable school environment for students. This was felt by David Goverlevernabau, a student at Eben Haezar High School in Manado, who stated that his school's conditions are now increasingly conducive to learning. "With the revitalization of classrooms and digitalization, we now use Interactive Flat Panels (IFPs), making the learning process more digital and comfortable," he said.

Through policy strengthening, guidance and counseling, teacher capacity building, and improvements to learning facilities and infrastructure, the Ministry of Primary and Secondary Education is committed to continuously strengthening a safe and comfortable school culture as the foundation of quality education.
