Banjarbaru, January 12, 2026 — The Ministry of Primary and Secondary Education (Kemendikdasmen) affirmed its commitment to making schools a safe and comfortable learning space for all school members through the issuance of Regulation of the Minister of Primary and Secondary Education Number 6 of 2026 concerning Safe and Comfortable School Culture.
A Safe and Comfortable School Culture is the overall system of values, attitudes, habits, and behaviors built in the school environment to ensure the fulfillment of spiritual needs, physical protection, psychological well-being and socio-cultural security, as well as digital civility and security in order to create and maintain a conducive learning environment for the school community.
The implementation of this policy strengthens the role of the four centers of education—schools, families, communities, and the media—as ecosystems that collaborate and participate in building a culture of safety and security.
"This regulation serves as a foundation for all parties to carry out their roles in accordance with state governance procedures. However, what's more important is how we understand, implement, and make it a culture, moral values, institutions, and behaviors that foster a sense of security for everyone in schools," said the Minister of Primary and Secondary Education (Mendikdasmen), Abdul Mu'ti, at SMP Negeri 2 Banjarbaru, South Kalimantan, on Monday (January 12).
The Minister of Education and Culture's Regulation on Safe and Comfortable School Culture directs change through six main focuses: 1) strengthening preventive promotion; 2) expanding protection; 3) universal participation; 4) safe and comfortable aspects; 5) collaborative handling; and 6) a litigation-to-non-litigation approach.
Furthermore, the Minister of Primary and Secondary Education stated that this policy is a joint effort to build a safe and comfortable social and natural environment, and the entire school ecosystem, through a humanistic, comprehensive, and participatory approach.
"We hope this approach can be part of a comprehensive effort that involves various elements, including the role of the students themselves. It involves students engaging with each other and actively participating as agents in building a safe and comfortable school culture," he explained.
As part of efforts to build a joyful school culture, the jingle "Rukun Sama Teman" (Community Supporting Friends) was also launched on the same occasion, with lyrics written by the Minister of Primary and Secondary Education. This jingle is expected to serve as an educational tool to instill the values of togetherness and a sense of security in the school environment.
"With a safe and comfortable school environment, students can learn happily and joyfully, and achieve according to their respective talents and interests," concluded the Minister of Primary and Secondary Education.
The Minister of Women's Empowerment and Child Protection, Arifah Fauzi, commended the Ministry of Primary and Secondary Education's consistent focus on child protection within the educational sector. He stated that the issuance of Ministerial Regulation No. 6 of 2026 is a crucial instrument in realizing education that not only fosters intelligence but also fosters holistic character development in children.
"Only by working together can we create a safe and comfortable school culture. I believe that when schools are safe and comfortable, children have the opportunity to learn, grow, and develop better," said Minister Arifah.
What They Say About Safe and Comfortable School Culture
Resty Fathma, a teacher at Rangga Surya Elementary School in Barito Kuala Regency, believes the humanistic approach to a Safe and Comfortable Culture is more effective in preventing and addressing various issues in schools. She hopes this regulation can be effectively implemented in all schools in Indonesia, as it is highly beneficial for the entire school community.
"I hope that students can further develop their potential at school because they feel safe and comfortable," said Resty.
The principal of SD Negeri 1 Landasan Ulin Selatan, Banjarbaru City, Suadmaji, said this policy is a strong encouragement to ensure schools are truly safe learning spaces for students.
"This has been the hope of teachers in Indonesia for a long time. Parents also feel safer when their children are at school. With this regulation, both teachers and children can feel more comfortable at school," he said.
Meanwhile, Abruri, a student at Banjarbaru State High School 4, defines a safe and comfortable school as an environment that fosters mutual care and support without barriers. "In my opinion, a safe and comfortable school is one that fosters mutual care and support, without cliques. Everyone is free to be friends with each other," Abruri said.
Umi, a student at Banjarbaru State High School 5, also expressed her commitment as a student to participate in creating a safe and comfortable school culture.
"I will strive to make good friends and develop my interests and talents. To develop well and discover our potential, we also need the support of our friends, so we must always get along with our friends," he concluded.
Through Ministerial Regulation No. 6 of 2026, the Ministry of Education and Culture affirmed its ongoing commitment to providing a safe, inclusive, and civilized educational environment. Schools are expected to be spaces of growth that honor each individual and support the creation of a physically, mentally, and socially healthy generation of Indonesians.
