Jakarta, December 9, 2025 – The Ministry of Primary and Secondary Education (Kemendikdasmen) affirmed its commitment to ensuring the continuity of educational administration services for students affected by the flash floods in Aceh, North Sumatra (Sumut), and West Sumatra (Sumbar). The disaster, which occurred in late November 2025, caused widespread damage to infrastructure, housing, and public facilities, including the loss or destruction of educational documents such as diplomas, transcripts, and other related documents. The government ensures that every student continues to have full rights to the educational documents needed to continue their education and fulfill other administrative needs, even in an emergency situation.
In implementing these services, the Ministry of Elementary and Secondary Education is guided by Regulation of the Minister of Education, Culture, Research, and Technology (Permendikbudristek) Number 58 of 2024 concerning Primary and Secondary Education Certificates. This regulation emphasizes that the issuance of diplomas must adhere to three main principles: validity, accuracy, and legality. Validity ensures the authenticity of the diploma and ease of verifying ownership, accuracy ensures the accuracy of the data and information provided, and legality ensures that the entire issuance process complies with statutory provisions. These principles remain the primary reference even during the issuance process under force majeure due to a disaster.
Diplomas and transcripts are issued by accredited educational institutions, contain the national diploma number and complete student information, and are validated by the signature of the head of the educational institution using a certified wet or electronic signature.
The Secretary General of the Ministry of Primary and Secondary Education, Suharti, emphasized the government's commitment to ensuring the protection of students' administrative rights amidst the disaster. "The disasters in Aceh, North Sumatra, and West Sumatra have had a significant impact on many families. Loss of educational documents should not be an obstacle to a student's future. The Ministry of Primary and Secondary Education ensures that the entire process of reissuing, replacing, and validating documents will be carried out easily, quickly, and in accordance with regulations," said Suharti.
He added that education offices in affected areas have been directed to open special services, expedite the verification process, and provide full support to the community. "Our principles are speed, accuracy, and legality. We also express our appreciation to the school principals, teachers, administrative staff, and service officers who continue to serve the community even though they themselves have been affected by the disaster," he emphasized in Jakarta (December 8).
Suharti explained that based on Minister of Education, Culture, Research, and Technology Regulation Number 58 of 2024, reissuance of diplomas or transcripts of grades is carried out if the original document is damaged or lost. For documents with wet signatures that are lost or damaged, reissuance is carried out based on the results of scans of documents that must be kept by the educational unit according to the administration in Article 8. For documents with electronic signatures that are damaged or lost, reissuance is carried out if the electronic document is also lost. The resulting document is reissued using the same national diploma number, accompanied by a statement that the document is the result of reissue, and is authorized by the head of the educational unit who was in office at the time of the reissue.
"If an educational unit cannot operate or is physically impacted, services will be transferred to the district/city or provincial education office, as appropriate, and under certain circumstances, the ministry may handle this directly. Reissued diplomas and transcripts must use the official format in the appendix to Permendikburistek Number 58 of 2024," Suharti said.
He also added that in addition to reissuance, people who lost their diplomas issued before the 2024/2025 academic year can apply for a replacement diploma certificate that has the same legal value as the original diploma. The replacement certificate contains information on the student's identity, the diploma number if known, and the year of issuance, and can be issued by the educational unit or education office if the educational unit has closed or is unable to operate. In the event of a damaged diploma, the original diploma must be destroyed by the educational unit. Meanwhile, photocopies of diplomas for the purposes of continuing education or working can be legalized by the educational unit or education office in accordance with the provisions of articles 17 and 24, thus simplifying the administrative process for people who still have copies even if the original document is lost.
"The Ministry of Primary and Secondary Education will continue to coordinate with the affected provincial and district/city education offices to conduct a comprehensive data collection on the number of students who have lost documents, the condition of educational units, the availability of digital archives, and technical readiness for the reissuance process. This data collection will be carried out in conjunction with field assistance to ensure that each application can be processed quickly, accurately, and still meet the principles of validity, accuracy, and legality of documents as stipulated in the regulations," he added.
Affected communities can apply for services through their educational institutions, if they are still operating, or through district/city or provincial education offices. The Ministry of Primary and Secondary Education has also opened a central service channel and a digital complaint channel for the public to report lost documents. The public is also encouraged to attach any remaining documents, including photocopies or digital copies, to expedite the verification process.
Restoring educational document services is part of post-disaster education recovery efforts. The central and regional governments will continue to collaborate to ensure smooth learning, restore school facilities, and provide psychosocial support for affected students.
