Jakarta, June 8, 2025 — In order to fulfill the constitutional mandate to provide quality education for all citizens without discrimination, the Ministry of Primary and Secondary Education (Kemendikdasmen) through the Education Standards, Curriculum, and Assessment Agency (BSKAP) issued Regulation of the Minister of Primary and Secondary Education Number 9 of 2025 concerning the Academic Ability Test (TKA). This regulation was promulgated on June 3, 2025, and marks a crucial moment in efforts to strengthen a standardized, objective, and inclusive academic achievement assessment system at all levels of primary and secondary education.

The Head of the Education Standards, Curriculum, and Assessment Agency, Ministry of Primary and Secondary Education, Toni Toharudin, emphasized that the implementation of TKA is a concrete form of the government's commitment to guaranteeing the right of every student to have their academic achievements measured fairly and with quality.

"We are obligated to ensure that all Indonesian students, regardless of their educational path, whether formal, non-formal, or informal, have an equal opportunity to demonstrate their academic achievements through a credible and fair assessment system. The Academic Ability Test (TKA) demonstrates our commitment to ensuring comprehensive and transparent educational quality," said the Head of the Agency.

In its implementation, TKA can be participated by students from various educational pathways, including formal (elementary/Islamic elementary school, junior high/Islamic junior high school, senior high/Islamic senior high school, vocational high school/Islamic vocational high school), non-formal (package A, B, and C programs), and informal pathways. TKA participants will receive results in the form of nationally determined grades and achievement categories. Students from both formal and non-formal pathways who have participated in TKA are entitled to receive a TKA results certificate.

The results of the TKA have a strategic function in supporting various educational policies, namely 1) as a basis for the selection of achievement pathways in the admission of new students at the junior high, senior high and vocational high schools; 2) as one of the considerations in the selection of university entrance through the achievement pathway; 3) supporting the equalization of learning outcomes for students from non-formal and informal pathways; 4) as a reference in other academic selection processes, and 5) as an important reference in the education quality control and assurance system by various stakeholders, including the Ministry, the ministry that organizes affairs in the field of religion, and local governments. For this year, the TKA has only been implemented for grade 12 of senior high school or the final class of vocational high school. Meanwhile, for elementary and junior high schools, the TKA will be implemented in 2026.
