Jakarta, October 8, 2026 – The government is preparing to organize teachers and improve teacher governance starting in 2027 as part of an effort to provide certainty of status and support the sustainability of education services. This arrangement includes part-time Government Employees with Work Agreements (PPPK) teachers, PPPK teachers, and meeting teacher needs through gradual recruitment of Civil Servant Candidates (CPNS).
"Part-time PPPK teachers will be promoted to full-time PPPK teachers starting January 1, 2027, automatically without selection. Their status will also be transferred to central government employees. The number of part-time PPPK teachers is 242,482," said Minister of Primary and Secondary Education (Mendikdasmen), Abdul Mu'ti, at a Working Meeting with Committee III of the Regional Representative Council (DPD RI) in Jakarta on Tuesday (October 6).
In addition to the arrangement of part-time PPPK teachers, the government is providing an opportunity for PPPK teachers who meet the administrative requirements to become PNS teachers through a selection process carried out in stages starting in 2027. The number of PPPK teachers currently stands at 935,316 people, with the arrangement process towards central government employees being carried out in stages from 2027 to 2029.
The government is also preparing a phased recruitment of civil servant (CPNS) teachers to meet the need for 464,856 teachers. The first recruitment process will begin in 2027, with initial assignments in 2028 as central government employees.
Minister of Primary and Secondary Education Abdul Mu'ti also stated that to maintain the continuity of education services, assignment dispensations for non-ASN teachers will also be granted so they can continue working after December 31, 2026.
2027 Budget Supports Teacher Arrangement
Support for teacher governance is also reflected in the budget allocation of the Ministry of Primary and Secondary Education for the 2027 Fiscal Year. Based on the Letter of the Minister of Finance, the Budget Allocation Ceiling of the Ministry of Primary and Secondary Education for the 2027 Fiscal Year is set at IDR 89.10 trillion.
The budget ceiling is an increase of Rp28 trillion from the previous budget ceiling of Rp61.10 trillion. The additional budget is allocated to restore the Rp5 trillion budget for the Education Unit Revitalization Program, bringing it to Rp14.28 trillion, and to support the salaries and allowances of teachers transitioning from part-time to full-time PPPK (Vocational Education Revitalization Program) for Rp23 trillion.
"The Ministry of Education and Culture's budget allocation is focused on funding several National Priority Work Programs and Ministry Priority programs, including the Education Unit Development and Revitalization Program, initial initiatives for the implementation of free basic education, school equipment assistance, Integrated National Schools, Teacher Studios, Learning Digitalization, improving teacher welfare, and PPPK teacher salaries and allowances," said Abdul Mu'ti.
The Ministry of Primary and Secondary Education has also submitted a proposed additional budget for Fiscal Year 2027 of Rp157.76 trillion to support various National Priority and Ministry programs.
Supervision of Revitalization of Educational Units
During the working meeting, the Minister of Primary and Secondary Education also presented the progress of the 2026 Educational Unit Revitalization Program. The Ministry has conducted supervision and monitoring of 138 educational units. Of these, 20 are located in disaster-affected areas, comprising 15 vocational high schools (SMK) and 5 special schools (SLB).
Monitoring is carried out on various aspects of program implementation, particularly administrative order, financial accountability, work control, and the quality of development results.
"The monitoring results of the 2026 Revitalization Program also provide an overview of various aspects of implementation that we continue to strengthen, particularly in administrative order, financial accountability, work control, and the quality of development results," said Abdul Mu'ti.
