Improving the Public Service System and Transparency as a Step to Building Educational Integrity
Jakarta, October 7, 2026 — The Ministry of Primary and Secondary Education (Kemendikdasmen) continues to strengthen efforts to prevent corruption and build a culture of integrity in the education sector. This was conveyed by Minister of Primary and Secondary Education (Mendikdasmen) Abdul Mu'ti in response to the release of the results of the 2026 Education Integrity Index by the Corruption Eradication Commission (KPK), at the launch of the National Education Integrity Index in Jakarta on Tuesday (October 6).
Education Minister Abdul Mu'ti expressed his appreciation to the Corruption Eradication Commission (KPK) for their collaboration and the results of the 2026 Education Integrity Index, which serve as input for improving education service policies. He emphasized that strengthening educational integrity has been implemented through several strategic policies aligned with President Prabowo Subianto's directive to build a nation that is honest, well-behaved, and has a culture free from corruption.
"Education is not merely an administrative process that measures academic achievement, but also a process for building national character and culture. One of the character traits we continue to foster is honesty and integrity," said the Minister of Primary and Secondary Education.
To support this, the Ministry of Primary and Secondary Education continues to strengthen the public service system, making it more open, accountable, and able to prevent irregularities. Regarding the New Student Admissions System (SPMB), the Minister of Primary and Secondary Education explained that the Ministry is continuously refining the system through policies that prioritize inclusive and equitable principles.
The Ministry of Primary and Secondary Education is also strengthening public complaints services through the Integrated Service Unit (ULT). The public is given access to submit reports and concerns through various available channels, including direct communication with the ministry.
"We also strengthen integrity through In-Depth Learning. With this approach, we not only guide students to improve their academic abilities but also strengthen character education, involving the four centers of education: school, family, community, and media," he said.
Character building efforts are also strengthened through a Safe and Comfortable School Culture, the 7 Habits of Great Indonesian Children, enhanced guidance and counseling services, and various other programs. Transparency and accountability are also being strengthened in the distribution of education funds, which is continuously refined through an increasingly open, accountable, and digital-based system.
Furthermore, under the Education Unit Revitalization program, the Ministry of Primary and Secondary Education has simplified processes and strengthened accountability to ensure better quality school construction. The program is implemented through a self-managed scheme, with the hope of boosting the economy for local communities.
In the Education Master Data (Dapodik) sector, the Minister of Primary and Secondary Education also encouraged all parties to foster a culture of honesty in data disclosure. He stated that accurate data can influence the direction of policies and programs to provide optimal benefits to the community.
"The various steps we have taken are part of our ongoing efforts to build increasingly transparent, accountable, and integrated education governance. In this spirit, we want education services to reflect the development of a culture of integrity and the prevention of corruption," said the Minister of Primary and Secondary Education.
Meanwhile, KPK Chairman Setyo Budiyanto emphasized that Indonesia's future can be built from classroom activities. Schools are not only places where knowledge is taught, but also where students' character is formed and where the nation's future begins.
Setyo emphasized to all event participants that corruption eradication must begin in the classroom. He believes that combating corruption is crucial, but prevention through character building is key to determining the nation's future.
