Jakarta, September 26, 2026 – The government's commitment to providing quality education continues to be strengthened through various efforts to improve teacher welfare, career security, and competency development opportunities. These policies also provide clarity for non-civil servant teachers regarding their status and career sustainability in 2027.
This commitment was affirmed by the Minister of Primary and Secondary Education (Mendikdasmen), Abdul Mu'ti, after attending a limited meeting with President Prabowo Subianto at the Merdeka Palace in Jakarta on Wednesday (September 23). During the meeting, the government discussed several strategic steps to strengthen teacher welfare and capacity throughout Indonesia.
"The central government is fully committed to strengthening the welfare and competence of teachers throughout Indonesia. Teachers are a crucial part of educational success. Therefore, we must ensure that teachers receive support to carry out their duties and continue to develop in their profession," said the Minister of Primary and Secondary Education.
One policy that provides certainty for teachers is the transition from part-time to full-time PPPK teacher status. Starting in 2027, part-time PPPK teachers will be gradually transitioned to full-time PPPK status without a test. This policy also addresses concerns among non-ASN teachers regarding their status, career sustainability, and salary.
The Director General of Teachers and Education Personnel (Dirjen GTK), Nunuk Suryani, said the government understands that certainty of status and career is important for teachers so they can carry out their duties calmly and focus on assisting students.
"These various policies address questions and concerns raised by teachers, particularly regarding the sustainability of part-time PPPK (Community Employee Employment) and non-ASN teachers. The government continues to strive to ensure teachers receive certainty, both in terms of careers, welfare, and opportunities to improve their competencies," said Nunuk.
Starting in 2027, the government will also allow the allocation of BOS funds to pay honoraria for non-civil servant teachers in public schools. This is expected to provide better opportunities for educational institutions to recognize the dedication of teachers while ensuring the continuity of learning services for students.
"If teachers receive proper support, they will be even more empowered to carry out their duties. We want teachers to not only receive security and well-being, but also to continue learning and developing. Ultimately, all of this leads to improving the quality of education and the future of Indonesian children," added Nunuk.
In addition to welfare support, the government is also providing non-ASN teachers with the opportunity to participate in the selection process to become ASN. Teachers who are unsuccessful in the selection process can continue their duties as non-ASN teachers with an honorarium from the School Operational Assistance (BOS) fund, in accordance with applicable regulations. The government plans to open the selection process in 2027, depending on needs and established regulations.
Teacher Competencies Strengthened, Training Funded by the State Budget
The government is committed to strengthening teacher capacity not only through welfare and career security, but also through competency training programs fully funded by the state budget. This measure aims to support teachers as lifelong learners, keeping them in tune with the dynamics of the education world and the needs of students.
Technological changes, including the development of artificial intelligence, require teachers to continuously develop their professional capacities. Therefore, improving teacher competency is considered a crucial investment in strengthening the quality of learning.
"Teachers must continue learning because the world of education is constantly changing. The government will enhance competency improvement programs through various training programs fully supported by the state budget. We want more teachers to have opportunities to learn and develop," said Minister Mu'ti.
In line with this, Nunuk emphasized that the Directorate General of Teacher and Education (GTK) will continue to expand and strengthen teacher competency improvement programs. Various training programs will be developed to be more relevant to teacher needs, educational developments, and learning challenges in educational institutions.
"We at the Directorate General of Teacher and Education (GTK) will continue to strive to improve teacher competency through various development and training programs. We want to ensure that every teacher has the opportunity to continue learning, improve their capacity, and receive support tailored to their needs. With teachers continuing to develop, the quality of learning and educational services to students will also strengthen," said Director General Nunuk.
Government Attention Becomes an Encouragement
For teachers, this government policy is more than just an administrative change. The certainty of status, welfare support, and opportunities for continued learning provide a sense of security and motivation to carry out their profession more optimally.
Meanwhile, Abdurrohman Kholil, a part-time PPPK teacher from SMAN 1 Kota Sukabumi, welcomed the certainty of the change in status to full-time PPPK starting in 2027. According to Kholil, the government's attention to teachers also serves as an encouragement to continue improving the quality of learning and providing the best service to students.
"For us, the confirmation of full-time PPPK is very significant news. We can carry out our duties more calmly and focus on assisting students. We have always strived to give our best in teaching. With this certainty, we are even more motivated to continue learning and improving our competencies as teachers," said Kholil.
In line with this, Nurhayati Safitri, an honorary teacher at Pasireurih 02 Elementary School in Bogor Regency, also welcomed the support for honorariums through the School Operational Assistance (BOS) funds. "I think the policy that allows the use of BOS funds to pay honorariums for non-civil servant teachers in public schools is a very helpful step and provides certainty. My fellow non-civil servant teachers and I have been quite concerned about the sustainability of honorarium payments. With this policy, schools have a clearer basis for continuing to support non-civil servant teachers so that teaching and learning activities can run smoothly," said Nurhayati.
Nurhayati also hopes that the allocation will continue to be reviewed to ensure it's more proportionate to the conditions of each school, as the number of teachers and needs vary. "Hopefully, the welfare of non-civil servant teachers will receive increased attention, including through accelerated appointments to full-time PPPK (Community Employee Assistance) positions and increased salaries. I also hope that education will advance and be more equitable, and that the free education policy can truly be enjoyed by all Indonesian children, even in remote areas," Nurhayati added.
Through these various policies, the government strives to build an educational ecosystem that provides space for teachers to serve, develop, and build their careers.
