Jakarta, September 22, 2026 — Commission X of the Indonesian House of Representatives (DPR RI) approved an adjustment of the Ministry of Primary and Secondary Education (Kemendikdasmen) budget ceiling for the 2027 fiscal year by Rp89.10 trillion to support the implementation of priority education programs. This ceiling is the result of an adjustment from the initial Budget Ceiling of Rp61.10 trillion, with an additional budget of Rp28.0 trillion based on the results of the DPR RI Budget Committee Working Committee meeting.
The Minister of Primary and Secondary Education (Mendikdasmen), Abdul Mu'ti, stated that adjustments to the Ministry of Education and Culture's Work Plan and Budget (RKA) for the 2027 Fiscal Year will be directed at strengthening the ministry's various priority programs.
"The Ministry of Primary and Secondary Education is committed to ensuring equitable access to education, improved learning quality, stronger educational relevance, higher-quality language and literary development, and transparent and accountable education governance," he said in Jakarta on Monday (September 21).
The additional budget of Rp28.0 trillion is primarily allocated to support the Education Unit Revitalization Program amounting to Rp5.0 trillion and Rp23.0 trillion to support the salaries and allowances of teachers who have changed their status from part-time Government Employees with Work Agreements (PPPK) to full-time PPPK.
Overall, the adjustment to the Ministry of Education and Culture's budget ceiling for the 2027 Fiscal Year of Rp89.10 trillion consists of 1) the 13-Year Compulsory Education Program of Rp31.83 trillion; 2) the Teaching and Learning Quality Program of Rp51.64 trillion; 3) the Vocational Education and Training Program of Rp2.08 trillion; 4) the Language and Literature Development Program of Rp84.59 billion; and 5) the Management Support Program of Rp3.45 trillion.
Commission X of the Indonesian House of Representatives (DPR RI) expressed its support for the Ministry of Primary and Secondary Education to implement national strategic programs by taking into account the views and input of members of Commission X of the DPR RI in the 2027 budget discussion. Deputy Chairperson of Commission X of the DPR RI, MY Esti Wijayati, said, "In essence, all factions have agreed regarding the additional amount of Rp89.1 trillion."
The Ministry of Primary and Secondary Education Prepares Steps to Strengthen Teacher Governance
During the teacher governance discussions, the government and the leadership of the Indonesian House of Representatives (DPR RI) also agreed on several policies. Part-time PPPK teachers will be promoted to full-time PPPK teachers starting January 1, 2027, through transfers and appointments as central government employees. This covers approximately 242,000 teachers. Furthermore, approximately 6,000 part-time PPPK teachers who perform their duties as teachers but hold executive decrees will also have their status transferred.
To meet the estimated need for teachers of around 464 thousand people, recruitment of CPNS teachers will be carried out in stages starting in 2027. PPPK teachers who meet the administrative requirements will also have the opportunity to take part in the selection process to become PNS teachers in stages starting in 2027. Selection opportunities will also be given to around 172 thousand non-ASN teachers who work in public schools according to the established requirements.
MY Esti Wijayati also advised that future teacher shortages be addressed through a clear roadmap, including mapping needs by location, subject, and educational level.
