The Ministry of Elementary and Secondary Education and the Ministry of Women's Empowerment and Child Protection (KemenPPPA) Collaborate to Create a Child-Friendly Digital Space in Indonesia

Jakarta, June 9, 2026 – The Ministry of Primary and Secondary Education (Kemendikdasmen) affirmed its commitment to strengthening child protection in the digital space through strengthening digital literacy, increasing educator capacity, and providing digital security education for students and parents. This commitment was conveyed at the Coordination Meeting and Submission of the Follow-up Action Plan for the Implementation of Presidential Regulation Number 87 of 2025 concerning the Roadmap for Child Protection in the Online Realm (PARD) for 2025–2029, held by the Ministry of Women's Empowerment and Child Protection (KemenPPPA) in Jakarta, Monday (June 8).

The coordination meeting was a follow-up to Presidential Regulation No. 87 of 2025, which tasked the Ministry of Women's Empowerment and Child Protection with coordinating the implementation of the Online Child Protection Roadmap. Representatives from 15 ministries/institutions involved in implementing the national roadmap to strengthen child protection in the digital space attended the meeting.

Deputy Minister of Primary and Secondary Education (Wamendikdasmen), Fajar Riza Ul Haq, stated that the rapid development of information and communication technology presents both opportunities and challenges for children's development. Therefore, collaborative steps are needed to ensure a safe, healthy, and civilized digital space for all Indonesian children.

According to Fajar, the Ministry of Education and Culture has issued Regulation of the Minister of Primary and Secondary Education (Permendikdasmen) Number 6 of 2026 concerning Safe and Comfortable School Culture which is followed up by Decree of the Minister of Primary and Secondary Education Number 17 of 2026 concerning Guidelines for Implementing a Safe and Comfortable School Culture.

"Through this policy, we are strengthening aspects of digital civility and security that apply to all school members. The scope of protection also includes activities in digital spaces and online media related to the educational process and interactions between school members," said Fajar.

Fajar further emphasized that the Ministry of Education and Culture will continue to integrate digital child protection materials into learning, improve educator capacity, and expand digital safety education to students and parents. These efforts will also be strengthened through character building and strengthening digital literacy within the education ecosystem. "Technology should be a tool, but humans remain the civilized guideposts, enabling them to create a safe digital space for all, especially our children," he emphasized.

On the same occasion, Minister of Women's Empowerment and Child Protection, Arifah Fauzi, emphasized that protecting children in the digital space is a shared responsibility of all stakeholders. Based on 2025 data, the number of Indonesian children will reach approximately 79.9 million, or 28.38 percent of the total population. Meanwhile, internet usage among children aged 5–17 years will increase from 49.59 percent in 2020 to 73.90 percent in 2024.

According to Arifah, increased digital access must be balanced with strengthened child protection from various risks in the digital space, including digital bullying, sexual exploitation, misuse of personal data, and other forms of violence that utilize digital technology. "Ensuring a safe digital space for children is no longer an option, but a state obligation and our shared responsibility," she said.

Arifah explained that Presidential Regulation (Perpres) Number 87 of 2025 serves as the national policy direction for child protection in the digital realm until 2029, focusing on three main strategies: prevention, response, and collaboration. Its implementation requires synergy between all ministries and institutions, according to their respective duties and authorities.

Through this coordination meeting, the Ministry of Primary and Secondary Education, together with the Ministry of Women's Empowerment and Child Protection (KemenPPPA), and related ministries/institutions, committed to strengthening coordination in the implementation of the Online Child Protection Roadmap, including aligning programs, educational materials, case handling mechanisms, and strengthening the capacity of the education and family ecosystems. This cross-sector collaboration is expected to accelerate the realization of a safe, healthy, inclusive, and child-friendly digital space as part of efforts to prepare a generation of Indonesians with character, who are protected, and ready to welcome Indonesia Emas 2045.*** (Author & Photographer: Shaka)
