Jakarta, January 26, 2026 - The Ministry of Primary and Secondary Education (Kemendikdasmen) issued Circular Letter of the Minister of Primary and Secondary Education of the Republic of Indonesia Number 4 of 2026 concerning the Implementation of Flag Ceremonies in Schools. This circular is addressed to all Heads of Provincial and Regency/City Education Offices in Indonesia as a guideline for the ongoing implementation of flag ceremonies in educational institutions.

The circular was issued in response to the President of the Republic of Indonesia's directive to the Minister of Primary and Secondary Education (Mendikdasmen) to revive flag ceremonies in schools. This policy aligns with efforts to strengthen students' character, particularly by instilling the values of nationalism, patriotism, and discipline from an early age.

Minister of Elementary and Secondary Education Abdul Mu'ti emphasized that flag ceremonies play a strategic role in the educational process in schools. "Flag ceremonies are not just routine activities, but also important character education tools. Through them, students learn discipline and responsibility, as well as foster a sense of patriotism and pride in being Indonesian," said Abdul Mu'ti.

Circular Letter No. 4 of 2026 stipulates that all schools are instructed to hold a flag ceremony every Monday morning. The flag ceremony is expected to become a consistent, orderly, and meaningful part of the school culture, and to support the ongoing development of student character.

This circular also regulates the standardization of student pledge recitations during flag ceremonies through the use of the Indonesian Student Pledge. The pledge is read after the reading of the Pancasila and the Preamble to the 1945 Constitution of the Republic of Indonesia.

The Indonesian Student Pledge is part of the direction and message from the President of the Republic of Indonesia, Prabowo Subianto, to strengthen the character education of Indonesian students. This pledge serves as a means of affirming the values of divinity, togetherness, and respect for diversity as the foundation of national and state life.

The Indonesian Student Pledge includes students' commitments to study hard, respect their parents, respect their teachers, be harmonious with their peers, and love their homeland. These values reflect the implementation of religious attitudes, tolerance, and a spirit of unity, which are expected to be internalized and manifested in students' behavior at school and in the community.

After singing the national anthem, participants also sang "Rukun Sama Teman," which can be accessed through the official website (s.id/lagurukunsamateman). This song is intended to reinforce the message of togetherness, tolerance, and a culture of harmonious living within the school environment.

The implementation of this policy is based on various laws and regulations, including the National Education System Law, the Ministerial Regulation on Guidelines for Flag Ceremonies in Schools, and regulations related to a safe and comfortable school culture.

The Ministry of Elementary and Secondary Education urges regional governments and all educational institutions to implement the provisions of this circular consistently and responsibly.
