Jakarta, July 23, 2025 – The Minister of Primary and Secondary Education (Mendikdasmen), Abdul Mu`ti, emphasized that the Regulation of the Minister of Primary and Secondary Education (Permendikdasmen) Number 13 of 2025 is not about a new curriculum but rather is an integrated series of several other Ministerial Regulations with an in-depth learning approach.
"I emphasize that the Minister of Education and Culture Regulation Number 13 of 2025 that has been issued is not about the New Curriculum," he said in a webinar on the Socialization of the Minister of Elementary and Secondary Education Regulation (Permendikdasmen) Number 13 of 2025 which was broadcast live on the Kemendikdasmen YouTube channel on Wednesday (22/7).
The Minister of Elementary and Secondary Education further stated that Permendikdasmen Number 13 of 2025 is an integrated series of several other Ministerial Regulations (Permen), such as Permendikdasmen Number 10 of 2025 concerning Graduate Competency Standards and Permendikdasmen Number 12 concerning Content Standards.
"Because the emphasis is on (learning) with an integrative approach, where one topic can be linked to various themes that are aligned and perhaps even cross-subject," he added.
Furthermore, the in-depth learning approach referenced in this latest regulation can be implemented in educational institutions using both the 2013 Curriculum (K13) and the Independent Curriculum. "So both can continue to be used and serve as the basis for learning management in educational institutions," explained Minister Mu'ti, urging all education professionals to participate in improving the quality of learning and education.
The Head of the Education Standards, Curriculum, and Assessment Agency (BSKAP), Toni Toharudin, added that the immersive learning approach is a key strategy for improving the quality of teaching and learning. "Immersive learning encourages students to go beyond memorizing material to understanding it holistically and connecting concepts by applying them in different contexts," he said.
Head of BSKAP: Minister of Education and Culture Regulation Number 13 of 2025 Strengthens Policy Direction
On the same occasion, the Head of the Education Standards, Curriculum, and Assessment Agency (BSKAP), Toni Toharudin, revealed that Permendikdasmen Number 13 of 2025 was adjusted based on the results of improvements to the current curriculum as a reinforcement of policy direction.
"We are realizing these improvements through eight dimensions of graduate profiles, an in-depth learning approach, the implementation of Coding and Artificial Intelligence as elective subjects, more flexible co-curricular activities, and the presence of scouts or other scouting groups as extracurricular activities that must be provided by educational units," he said.
Toni explained that the 8 Dimensions of the Graduate Profile represent the embodiment of national education goals and refinements to the dimensions of the Pancasila student profile. "The change in terminology from Pancasila Student Profile to Graduate Profile does not eliminate noble values, but rather strengthens the position of character development, particularly competency, as part of the Graduate Competency Standards," Toni explained.
"Furthermore, the strengthening of co-curricular activities within the Pancasila Student Profile Strengthening Project toward more flexible and impactful activities is part of this Ministerial Regulation. Co-curricular activities can take the form of collaborative learning across subjects or disciplines, integration of the 7 Habits of Great Indonesian Children movement, and other intracurricular strengthening activities," Toni added.
Not only that, Toni also said that the in-depth learning approach is a key strategy in improving the quality of teaching and learning, encouraging students not only to memorize material but to understand it completely, as well as connecting concepts by applying them in different contexts.
Another improvement made is the inclusion of Coding and Artificial Intelligence as elective subjects starting from grades 5 to 12 in elementary and secondary education levels. The elective subjects of Coding and Artificial Intelligence are implemented starting from the 2025/2026 academic year in stages, starting from grades 5, 7, and 10 in Elementary Schools/Islamic Elementary Schools, Junior High Schools/Islamic Junior High Schools, and Senior High Schools/Vocational High Schools/Islamic Senior High Schools.
