The Minister of Primary and Secondary Education Outlines the Implementation of the Priority Program for Quality Education for All

Jakarta, April 23, 2025 – The Ministry of Primary and Secondary Education (Kemendikdasmen) affirmed its commitment to implementing priority work programs under the grand vision of Quality Education for All. In a Working Meeting with Commission X of the Indonesian House of Representatives (DPR RI), Minister of Primary and Secondary Education (Mendikdasmen), Abdul Mu'ti, outlined the achievements and concrete steps taken by Kemendikdasmen in supporting the policy direction of the President of the Republic of Indonesia, Prabowo Subianto, especially in the 4th Asta Cita.

One of the main programs currently being promoted is the 13-Year Compulsory Education policy and equal educational opportunities. This program includes kindergarten as a first step to ensuring access to education from an early age.

To improve teacher qualifications, competencies, and welfare, the Minister of Primary and Secondary Education announced that he would provide educational assistance for teachers who do not yet have a Diploma IV or Bachelor's degree. A new policy was also implemented this year, increasing the teacher certification allowance from Rp1.5 million to Rp2 million and transferring it directly to each teacher's account, bypassing local governments.

Regarding learning transformation, the Ministry of Education and Culture has completed an academic study and public testing for deep learning. Currently, training for teachers is being prepared so that this policy can be implemented gradually in schools.

To support the development of student talent and achievement, the Ministry of Primary and Secondary Education organizes various competitions and competitions. "We have discussed programs related to talent and interest development, particularly in sports, with the Minister of Youth and Sports and the Chairman of the Indonesian Football Association (PSSI). We hope to be able to address these issues," the Minister stated.

Providing and improving educational facilities and infrastructure is also a priority for the Ministry of Primary and Secondary Education. "We would like to inform you that the budget previously managed by the Ministry of Public Works has been issued under Presidential Instruction (Inpres) No. 7 of 2025, and the budget can now be managed by the Ministry of Primary and Secondary Education," the Minister explained.

The Ministry of Education and Culture also continues to promote character building for students through the launch of the "7 Habits of Great Indonesian Children" and "Morning Cheerful" programs. "The video for "Gymnastics for Great Indonesian Children" has been viewed more than 48 million times. The "Morning Cheerful" program has also begun, and support from local governments has been quite positive," said the Minister.

Facing the challenges of the times, the Ministry of Primary and Secondary Education is developing a curriculum that will include coding and artificial intelligence (AI) as elective subjects starting in 2025. "The academic draft has been completed, and training has been conducted for teachers. Several schools will begin teaching coding and AI as elective subjects," he said.

To ensure a fairer new student admission process, the Ministry of Primary and Secondary Education has a New Student Admissions System (SPMB) policy as an improvement on the PPDB. "We have met with the Ministry of Home Affairs to support the implementation of the SPMB, so that districts/cities and provinces can immediately issue implementation and technical guidelines," explained the Minister.

Then, regarding character strengthening through training for guidance and counseling (BK) teachers and counseling training, the Ministry of Elementary and Secondary Education has conducted training for BK teachers that had never been done before.
"We have prepared a ministerial regulation that would require teachers to teach 16 hours a week instead of 24 hours a week," said the Minister of Primary and Secondary Education. The remaining eight hours can be filled with guidance and counseling duties, mandatory training, and activities in social organizations.

In the field of literacy, numeracy, and science and technology, the Ministry of Primary and Secondary Education has just launched the National Numeracy Movement to accompany the Literacy Movement that has been running previously.

By conveying this development, the Ministry of Primary and Secondary Education affirms its seriousness in realizing a national education system that is inclusive, adaptive, and pro-student and educator system throughout Indonesia.
