The Ministry of Primary and Secondary Education's Strategic Steps in Formulating a New Student Admissions System

Jakarta, January 31, 2025 – As part of the process of formulating the New Student Admissions System (SPMB) policy, the Ministry of Primary and Secondary Education (Kemendikdasmen) held a Public Consultation Forum to ensure that the policy can be formulated and implemented by involving various parties.

Deputy Minister of Primary and Secondary Education, Atip Latipulhayat, stated that this activity is an important step in ensuring that education in Indonesia can be accessed more fairly, inclusively, and transparently, in accordance with the spirit of equality and social justice that is the foundation of the transformation of the New Student Admissions System policy.


Deputy Minister Atip also emphasized that the SPMB is a solution to improve the new student admissions system by introducing a more adaptive, data-driven, and flexible approach. "This policy integrates technology, increases transparency, and provides space for local governments to manage student admissions more effectively," he said in Jakarta on Thursday (January 30).

Several things that are the follow-up of this forum, among others 1) refinement of the Draft Regulation of the Minister of Primary and Secondary Education on the New Student Admission System, based on the input from the Public Consultation Forum, then the process of harmonization of regulations will be carried out with related ministries/institutions, then the stage of promulgation and socialization to local governments and stakeholders; 2) coordination at the central level, both with the Ministry of Home Affairs and related ministries regarding the implementation of SPMB; and 3) signing of a cross-affairs integrity pact in local governments to encourage the implementation of SPMB that is objective, transparent, and accountable.

The Head of the North Sumatra Provincial Education Office, Abdul Haris Lubis, stated that this forum was highly strategic and important. "In my opinion, what was conveyed today has accommodated the aspirations of both the provincial and district/city levels, as in the coordination meeting held last year. Furthermore, the forum discussed the need for coordination at the central level with stakeholders, particularly regional government institutions. This is crucial because the implementation of new student admissions certainly requires a shared commitment to comply with regulations and ensure fairness," he explained.

The Head of the Tarakan City Education Office, Tamrin Toha, expressed his appreciation for the Public Consultation Forum, which provided a platform for providing feedback on the Draft Regulation of the Minister of Primary and Secondary Education. "As a participant, I sincerely hope that this year's SPMB changes will be truly high-quality and equitable, so that future new student admissions will continue to improve," he said.

The Chairman of the Indonesian School Principals Association, Asep Tapip Yani, also expressed his appreciation for the invitation to attend the event. "Regarding the content, some aspects remain the same as last year, but there are also improvements in this year's SPMB, which we hope will be better for the future. Hopefully, these regulations will be implemented and accepted by more people," Asep said.

The principal of SMA Negeri 28 Jakarta, Rusmala Nainggolan, stated, "Today we reviewed and read the draft Ministerial Regulation on SPMB. I am very pleased because this draft accommodates what we had in mind regarding the domicile selection process, which previously involved zoning. Thank you for inviting us to this consultation forum, which has broadened our insight and knowledge, and given us the first opportunity to learn about this draft ministerial regulation," Rusmala said.
