Yogyakarta, Ministry of Education and Culture - Deputy Minister of Elementary and Secondary Education (Wamendikdasmen), Fajar Riza Ul Haq, emphasized the importance of innovation and adjustments to education policies to meet community needs. This was conveyed during the Dean's Report and Scientific Oration at the culmination of the 43rd Anniversary of the Graduate School of Gadjah Mada University (UGM) in Yogyakarta on Thursday (10/15).
Fajar stated that public policy is dynamic and can be adjusted based on issues encountered during implementation. He believes that direct experience in the field, including listening to the complaints of teachers in remote, frontier, and outermost (3T) areas, is a crucial factor in driving breakthroughs in education policy. "There's no such thing as a fixed policy; it's always evolving," Fajar said.
He cited the example of the problems faced by private schools when their teachers were appointed as Government Employees with Work Agreements (PPPK). This situation has caused a number of private schools to lose their best teachers and experience a shortage of teaching staff.
Deputy Minister Fajar explained that the government then sought to address these issues through policy adjustments. He stated that in January 2025, the Ministry of Primary and Secondary Education (Kemendikdasmen) issued a regulation allowing ASN (State Civil Apparatus) or PPPK (National Civil Servant) teachers to be redistributed from public schools to their original schools, including private schools, in accordance with applicable regulations. "Because we're talking about policy innovation, in the Islamic boarding school's terminology of regulatory ijtihad, the Permendikdasmen exploits a loophole in the ASN Law," he explained.
According to Fajar, this experience demonstrates that education policies need to be continuously evaluated and developed to ensure that public service objectives are widely felt by the public. Policy adjustments must take into account both real-world needs and the applicable regulatory framework.
On the occasion, Fajar also expressed his appreciation for the role of the UGM Graduate School in shaping the perspectives and thinking of policy practitioners. As an alumnus of UGM's master's and doctoral programs, he believes postgraduate education plays a role in consolidating the knowledge and experience needed to understand and develop public policy.*** (Author: Zahra/Editor: Denty)
